A Communications Engineering Associate performs professional communications engineering work in the preparation of plans, designs, specifications, estimates, studies, reports, and cost and service analyses for the City’s communications systems; gives technical direction in the construction, installation, maintenance, and operation of Local Area Network (LAN), Wide Area Network (WAN), other communications systems and equipment such as security systems, IT cable infrastructure, radio, audio/video, telephone, microwave; and does related work.


  • Graduation from an accredited four-year college or university with a major in engineering, which includes at least 24 semester units or 36 quarter units of communications engineering or electrical engineering courses; or
  • Possession of a valid Engineer-in-Training Certificate (EIT) recognized by the State of California Board for Professional Engineers, Land Surveyors, and Geologists.

PROCESS NOTES * Applicants who are within six months of graduation from an accredited college or university may apply. However, you cannot be appointed until you have completed all your course work, including the 24 semester units or 36 quarter units described in Requirement #1.

. * Appointments to the class of Communications Engineering Associate, Code 7607, will be made to temporary training positions in accordance with Section 5.30 of the Rules of the Board of Civil Service Commissioners, for a maximum duration of three years. In order to successfully complete the temporary training period, new appointees must obtain their Engineer-in-Training (EIT) Certificate within three years. New appointees who do not successfully complete the temporary training period will be terminated from the class.

  • Some positions may require a valid California driver’s license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
  • Applications which clearly indicate that applicants do not meet the above requirements, will not be accepted. General employment resumes will not meet the requirements.
  • Applicants qualifying under Requirement #2 must list their Engineer-In-Training (EIT) certification number in the Supplemental Questions section of the on-line application at the time of filing. Applicants who fail to provide their EIT certification number will not be considered further in this examination.
  • Applicants qualifying under Requirement #1 must list their school name and location, type of degree earned, major and completion dates in the Education section of the application. Applicants must also list the course titles of their communications engineering or electrical engineering courses with the number of semester or quarter units and completion dates in the Supplemental Questions section of the on-line application. Applicants who fail to provide this information on their application will not be considered further in this examination and their applications will not be processed.
  • Candidates completing the exam process will be contacted by the Personnel Department to provide required proof of qualifying degree and coursework. Applicants who wish to expedite this process may attach a copy of their transcripts or qualifying degree to their on-line application at the time of filing in the Attachments section.

To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Applicants currently employed by the City of Los Angeles who meet the minimum requirements, or are on a reserve list; 2) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applicants not selected to be tested may re-apply in a subsequent filing period in order to be considered for that period’s selection process.


Examination Weight: Interview – 100%

The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making, Analytical Ability, Attention to Detail, Safety Focus, Initiative, Conscientiousness, Electrical Understanding, Customer Service, Oral Communication, and Job Knowledge, including knowledge of: information technology (IT) systems, communications systems and equipment, IT infrastructure, IT facilities, and equipment operational capabilities sufficient to understand the design of a new system and to follow up on the modifications of existing systems; technological developments in the fields of telecommunications engineering, IT, and communications; design analysis techniques, mathematical models, engineering economics, computer simulations, and stability studies sufficient to determine feasibility, reliability, and maintainability of systems design; mathematical formulas applicable to the analysis of intermodulation, radio interference, and propagation; communication installation techniques and governmental regulations, such as Federal Communications Commission (FCC); applicable safety codes, such as California Fire Marshal Codes, Underwriters Laboratory (U.L.) requirements, National Fire Protection (NFP), and City alarm ordinances; basic principles in the field of communications or electrical engineering, including computer software programming; and other necessary skills, knowledge, and abilities.
